  Good question… The likely first step will be the Moon… as a position from which to start exploring our Solar System is it better than the Earth.

Agreed. I think it would be the Moon. It is closer and easier to re-supply as well. Any initial colony would be heavily dependent on Earth to supply some essentials to sustain. Further you go, it would be difficult and expensive to do that.
